Did the World Health Organisation lie about Covid-19 being a pandemic?

On 11 March 2020 the World Health Organisation (WHO) declared Covid19 a pandemic. International public health is their mandate, after all. The problem is that, after admitting that “Pandemic is not a word to use lightly or carelessly”, the Director-General Tedros Ghebreyesus went on to say that “We have never before seen a pandemic sparked by a coronavirus. This is the first pandemic caused by a coronavirus.
